Credit Balance is the balance or fund you already have. In another word, This can also be called 'Added-Fund'. You can add-fund using any Payment options we allow other than Credit-Balance Option. When you topped up your fund, Then the topped up fund can be called as 'Credit Balance'.

If you already have "Credit Balance", You can pay invoices using it without Paying The Gateway Fee again. :)
